True. There is a good theoretical explanation for this, and we have confirmed it with our high resolution drag instruments and measurements. The difference is 3 to 5% of the wheel drag. An explanation: The wheel easily creates the highest drag of all the components on your bike. This is driven by the top of the wheel that spins forward into the air stream and creates the greatest turbulence. The 650C wheel is 10% smaller in frontal area than a 700C wheel. Even if a 650C bike frame is enlarged to accommodate the same rider with a smaller wheel, the difference in drag created by the larger frame does not make up for the savings of the smaller 650C wheel.
